As Assistant City Manager, Scott Timmer is the Chief Operating Officer (COO) for the City of Fairfield, Ohio (Pop. 42,500). Fairfield is a stable full-service community that enjoys a bond rating of Aa1; a $75.5 million annual operating budget; $87 million 5-year capital improvement program; police, dispatch, fire and emergency medical service; 400+ lane miles of roadways; 41 parks and recreation facilities; water and wastewater utilities; and 341 full-time equivalent employees covering 21 square miles. Scott was appointed to the position in January 2020. Previously, Scott served as Director of Finance with the City where he oversaw the day-to-day financial operations and served as the Chief Financial Officer (CFO).
Scott is a member of the National Public Employer Labor Relations Association and Government Finance Officers Association (GFOA). Scott serves on the Board of Trustees for the Great Miami Valley YMCA and Stephen T. Badin High School. He is also a member of the Fairfield Rotary Club.
Scott holds a Bachelor of Science in Business Administration from the University of Dayton and a Master of Business Administration from Ohio Dominican University. Prior to joining the City, he spent six years with the United States Government as an Accountant. Over those six years, he worked for the United States Department of Defense, Department of Veterans Affairs, and Environmental Protection Agency.
